Yes, for a long stretch. Reps, sets, tempo, time under tension, range of motion, and exercise variation are all levers a coach uses to keep you progressing on the same weights. Most people eventually want a heavier pair to keep growing on the big lifts, but you can put months of real training in on one set of dumbbells before that becomes the bottleneck.
